MAPPS LEGISLATIVE AFFAIRS
MAPPS legislative affairs activities focus on a multitude of legislative and regulatory issues that affect the geospatial profession. MAPPS advocates in Washington DC on behalf of our private-sector member firms by providing valuable technical and business information to decision-makers while language in bills are being proposed. This advocacy comes in the form of technical briefings, testifying at hearings, supporting federal agency program outreach, creating/joining coalitions, developing relationships with congress, defining win-win scenarios for stakeholders, etc. Download

3DEP - THE NATIONAL 3D ELEVATION PROGRAM
The 3D Elevation Program (3DEP) is a public / private partnership designed to produce nationwide high accuracy elevation coverage using LiDAR (ifsar in Alaska) to address the requirements of 34 Federal agencies, 50 states and local, tribal, and private organizations. The USGS and its partners have been laying the foundation for implementing national data coverage in 8 years. A fully funded program will provide a 5:1 return on investment and conservatively provide new benefits of $690 million/year with the potential to generate $13 billion/year in new benefits through applications that span the national economy. 3DEP is currently an operational and cooperative program that presents a unique opportunity to collaborate between all levels of government, leverage the services and expertise of private sector mapping firms that acquire the data, and create jobs now and in the future. DIGITAL COAST ACT (H.R. 4062)
MAPPS supports Senate Bill 110 (Digital Coast Act) which passed the Senate in May of 2017 and H.R. 4062 which was introduced in the House in October of 2017. The House version is currently awaiting action by The Natural Resources Committee. This bill requires the National Oceanic and Atmospheric Administration (NOAA) to establish a constituent-driven Digital Coast program. This program currently exists under NOAA to provide data, tools, and training that communities use to manage their coastal resources. The program must: (1) provide an online resource that integrates geospatial data, decision-support tools, training, and best practices to address coastal management issues and needs, and to enhance resilient communities, ecosystem values, and coastal economic growth and development; and (2) provide for the documentation, dissemination, and archiving of the data. Download

NAIP - NATIONAL AGRICULTURE IMAGERY PROGRAM
The USDA’s National Agriculture Imagery Program (NAIP) has been in continuous operation since 2002, making it the longest-running ortho imagery program in federal history. It is administered by the Farm Services Agency (FSA) and supported by the National Resources Conservation Service (NRCS), the Forest Service (USFS), and the Department of the Interior’s US Geological Survey (USGS). From all accounts, this program has yielded an unprecedented return on investment and its products are used by virtually every federal civilian agency as well as state, tribal, and local governments and academia. NAIP products are also used by the National Geospatial-Intelligence Agency (NGA), the Department of Homeland Security (DHS), the US Army Corps of Engineers (USACE), and numerous private companies. Download
